Office of English Language Acquisition Law and Legal Definition
The Office of English Language Acquisition (OELA) is a federal agency within the U.S. Department of Education. The mission of OELA is to provide national leadership to help ensure that English language learners and immigrant students attain English proficiency and achieve academically and to assist in building the nation's capacity in critical foreign languages.
OELA administers Title III discretionary grant programs, foreign language and discretionary grant programs (Title V), discretionary grants funded under the former Title VII of ESEA and the National Clearinghouse for English Language Acquisition (NCELA). The functions of OELA include:
1. to identify major issues affecting the education of English language learners;
2. to assist and support State and local systemic reform efforts that emphasize high academic standards, school accountability, professional development and parent involvement;
3. to administ grant programs that help children develop proficiency in English and achieve high content standards;
4. to recommend policies and to promote best practices for meeting the needs of English language learners.
