Office of Foreign Labor Certification (OFLC) is defined as “the organizational component within the Employment Training Administration (ETA) that provides national leadership and policy guidance and develops regulations and procedures to carry out the responsibilities of the Secretary of Labor under the INA concerning alien workers seeking admission to the United States in order to work under the Immigration and Nationality Act, as amended.” (20 CFR 655.200)
