Office of the Chief Information Officer [Department of Labor] Law and Legal Definition
Office of the Chief Information Officer (OCIO) is a department within the Department of Labor (DOL). The mission of CIO is to provide leadership, policy, guidance, and assistance to departmental agencies in all aspects using Information Technology. In order to carry out its mission OCIO will:
1. Enable efficient and effective communications and information sharing through interoperability and interconnectivity;
2. Manage DOL’s information collection;
3. Promote and facilitate learning opportunities that ensure DOL’s workforce is adequately trained and experiences in information technology;
4. Assure that all Information Technology investments are effective and efficient in accordance with Federal and Departmental guidance;
5. Provide guidance to agencies in execution of their Information Technology investments for consistency with departmental strategic and capital plans;
6. Develop and manage Information Technology policies to ensure departmental compliance with regulations in addition to providing assistance and guidance to agencies in their dealings with Information Technology issues and initiatives;
7. Plan on a strategic basis for and coordinate the management of the department's information technology and information systems;
8. Prepare an annual budget report on information technology for inclusion in the department's budget submission to Congress;
9. Ensure that an adequate level of security exists for all agency automated information systems;
10. Enter into contracts that provide for multi-agency acquisitions of information technology.
In addition to these duties the CIO is also responsible for the implementation of the Paperwork Act, Clinger-Cohen Act, and other laws relating to OCIO duties.
