According to 7 CFR 54.2 [Title 7, Agriculture, Subtitle B, Regulations of the Department of Agriculture, Chapter I, Agricultural Marketing Service HI (Standards, Inspections, Marketing Practices), Department of Agriculture , SubChapter C, Regulations and Standards under the Agricultural Marketing act of 1946 and the Egg Products Inspection Act, Part 54, Meats, Prepared Meats, and Meat Products (Grading, Certification, and Standards), Subpart A, Regulations, Definitions], official memorandum( Agriculture) means “any initial record of findings made by an authorized person in the process of grading, determining compliance, inspecting, or sampling pursuant to the regulations, any processing or plant-operation report made by an authorized person in connection with grading, determining compliance, inspecting, or sampling under the regulations, and any report made by an authorized person of services performed pursuant to the regulations”
