According to 30 CFR 254.6 [Title 30. Mineral Resources; Chapter II. Bureau Of Ocean Energy Management, Regulation, And Enforcement, Department Of The Interior; Subchapter B Offshore; Part 254 Oil-Spill Response Requirements For Facilities Located Seaward Of The Coast Line, Subpart A General], ‘oil spill removal organization (OSRO)” means “an entity contracted by an owner or operator to provide spill-response equipment and/or manpower in the event of an oil or hazardous substance spill.”
