According to 41 CFR 101-42.001 [Title 41 Public Contracts and Property Management; Subtitle C Federal Property Management Regulations System; Chapter 101 Federal Property Management Regulations; Subchapter H Utilization and Disposal; Part 101-42 Utilization and Disposal of Hazardous Materials and Certain Categories of Property], reagent means any hazardous material which is used to detect or measure another substance or to convert one substance into another by means of the reactions it causes.
