A reassigned hearing refers to a hearing which was first conducted by one judge and later reassigned to another judge for preparing a decision. This generally occurs when the judge who conducted the hearing becomes unavailable to prepare a decision. A hearing can be also reassigned if the judge who conducted the hearing seeks to disqualify form participation in a decision.
