Reference Man Law and Legal Definition
According to 10 CFR 20.1003 [Title 10 – Energy; Chapter I -- Nuclear Regulatory Commission; Part 20 -- Standards for Protection Against Radiation; Subpart A -- General Provisions], the term reference man means “a hypothetical aggregation of human physical and physiological characteristics arrived at by international consensus. These characteristics may be used by researchers and public health workers to standardize results of experiments and to relate biological insult to a common base.”
