According to 43 CFR 2.46 (Title 43 - Public Lands: Interior; Subtitle A - Office Of The Secretary Of The Interior; Part 2 - Records And Testimony; Freedom Of Information Act; Subpart G - Privacy Act), routine use means “a use of a record for a purpose which is compatible with the purpose for which it was collected.”
