According to 38 CFR 1.460 (Title 38 -Pensions, Bonuses, And Veterans' Relief; Chapter I - Department Of Veterans Affairs; Part 1 - General Provisions; Release Of Information From Department Of Veterans Affairs Records Relating To Drug Abuse, Alcoholism Or Alcohol Abuse, Infection With The Human Immunodeficiency Virus (HIV), Or Sickle Cell Anemia), the term “third party payer” means “a person who pays, or agrees to pay, for diagnosis or treatment furnished to a patient on the basis of a contractual relationship with the patient or a member of his or her family or on the basis of the patient's eligibility for Federal, State, or local governmental benefits.”
