According to 49 CFR 227.5 [Title 49 – Transportation; Subtitle B -- Other Regulations Relating to Transportation; Chapter II -- Federal Railroad Administration, Department of Transportation; Part 227 -- Occupational Noise Exposure; Subpart A – General], tourist, scenic, historic, or excursion operations means “railroad operations that carry passengers, often using antiquated equipment, with the conveyance of the passengers to a particular destination not being the principal purpose.”
