According to 18 CFR 37.3, (Title 18 -- Conservation Of Power And Water Resources; Chapter I - Federal Energy Regulatory Commission, Department Of Energy; Subchapter B - Regulations Under The Federal Power Act; Part 37 - Open Access; Same-Time Information Systems), Transmission Provider means “any public utility that owns, operates, or controls facilities used for the transmission of electric energy in interstate commerce.”
